IMPLEMENTING CONTROL OF CLERICAL AND ARCHIVAL ACTIVITIES IN THE DEPARTMENTAL SYSTEM UNDER MANAGEMENT OF THE RUSSIAN STATE TERRITORIES (on the example of the Chuvash Region)

The purpose of the study is to identify main forms and methods controlling central local authorities in field record keeping archival affairs at regional level public administration.
 
 Methods materials. source base research was made by recently published documents Yadrin government office from fund № 157 Voivodeship (1645–1775), stored Scientific Historical Archive St. Petersburg Institute History under Russian Academy Sciences.
 based on basic principles historical cognition – objectivity historicism, which presuppose a comprehensive critical analysis processes phenomena their formation, evolvement development. Based typological method, an attempt general trends implementing control specific manifestations clerical activities carried out state institutions.
 novelty lies not only use new sources that were previously involved stated topic, but also filling existing gap development Chuvashia’s history associated with territory region pre-Soviet period. scientific practical significance proposed publication meets problems modern science.
 Study results. subjects during period review tsar, Boyar Duma, prikazes, as well voivodes appointed supreme power manage individual territories. As control, following used: sending auditors “detectives” Duma check actions voivodes; submission annual reports “estimate books” making up sign-up lists when changing report Prikaz Kazan Palace; practice storing sent direct recipient, form copy (assembly house); system submitting petitions implement feedback population; institution suretiship. Documents, including ones, object played significant role activity itself well.
